Job Description

As a Senior Procurement Officer, you will be an integral part of out team, working closely with key stakeholders across the business managing and driving the end-to-end procurement process for goods and services on behalf of CCHA. Responsible for the management of the association’s contracts and contractors registers. The role supports all teams within the organisations to ensure compliance with procurement legislation.

You will form part of the ICT & procurement team, where you will provide support to the Head of ICT& Procurement. 

Key Responsibilities

Service Delivery 

  • Provide procurement guidance and support aligned to the association’s strategic and operational requirements, through best practice.
  • Provide expertise on all aspects of procurement, including contract specifications, tendering process and procurement frameworks. Ensuring all frameworks are aligned to financial regulations. 
  • Ensuring any procurements are aligned to the association value for money strategy, identifying efficiencies and improvements across the association.
  • Manage, review and update the approved supplier list. Responsible for any additions of removals. Liaising with all teams within associations to regularly review. 
  • Proactively planning and carrying out supplier market testing and benchmarking. Evaluating performance to ensure suppliers are meeting the service level agreements and the expectations of the association. Coordinating contract management reviews.
  • Ensuring the associations contracts register is up to date and is effectively used.
  • Develop and maintain strong working relationships with customers and stakeholders. 
  • Work with related consortia and frameworks arrangements to obtain best value for money and access to relevant contractual documentation. 
  • Liaise with external contractors and partner agencies to collate information in relation to CCHA’s contracts and community benefits.
  • Horizon scanning or future changes in procurement legislation and coordinate any changes.
  • Working with other teams to create and manage suite of KPI’s to monitor and evaluate ongoing contracts.
  • Support and coordinate contract dispute resolutions. Liaising will all relevant parties and develop any actions plans of agreements. 

Leadership 

  • Leading and motivating all staff, providing coaching, training, and development opportunities to enhance their skills and capabilities on procurement. 
  • Leading and supporting the residency involvement teams, ensuring their input into the association’s programme of procurement.

Skills

  • Professional procurement qualification (CIPS) – CCHA would support CIPS qualification. 
  • Experience of running tenders in line with the Public Procurement Regulations, OJEU and all other relevant legal/regulatory requirements.
  • Proven knowledge of tendering and contracting processes.
  • Proven knowledge of construction contracts and tendering process.
  • An understanding of procurement within the housing sector.
  • A sound working knowledge of good practice techniques across category, contract and supplier management.
  • Experience of partnership and collaborative working.
  • Experience of managing contract dispute resolutions.
  • Experience of setting up and monitoring contract KPI’s.
  • Knowledge of GDPR and data sharing agreements.
  • Experience working with contract frameworks and consortiums.
  • A sound working knowledge of financial regulations in relation to procurement frameworks.
  • Work under pressure, working to tight deadlines and delivering services to meet targets.
  • Methodical approach to work, with strong analytical ability and attention to detail. 
  • Strategic thinking, developing new techniques and creative solutions. 
  • Excellent financial and written skills.
  • Ability to multi-task and manage a changing workload.
