Role Purpose
Nofio Ysgol has been developed by Swim Wales as a structured, evidence-led programme to improve school swimming and water safety outcomes across Wales. Current provision is inconsistent, with significant variation in access, quality, transport arrangements, delivery models and pupil attainment.
An implementation plan for a new national School Swimming and Water Safety Programme was published on 24 July in line with Welsh Government's First 100 Days commitment. The programme will ensure that all Year 4 and Year 5 pupils are offered a minimum school swimming and water safety experience of 20 hours of swimming and water safety education.
The Nofio Ysgol Project Manager/Co-ordinator will support the delivery of this fouryear Welsh Government-funded programme, working closely with the Nofio Ysgol Programme Manager and key partners to coordinate delivery, monitor progress, support reporting requirements and help ensure positive outcomes for children and young people across Wales. The postholder will play a central role in programme administration, stakeholder engagement, data collection, reporting and delivery coordination, helping to ensure the programme is implemented effectively, consistently and inclusively across Wales.
Key Responsibilities
The Nofio Ysgol Project Manager/Co-ordinator will play a key role in the implementation and successful delivery of Swim Wales' four-year Welsh Governmentfunded school swimming and water safety programme. Working closely with the Programme Manager, the postholder will coordinate programme activity, support delivery partners, monitor progress against agreed plans, maintain programme systems and documentation, and contribute to Page 2 of 5 reporting, communications and stakeholder engagement.
The successful candidate will work collaboratively with Swim Wales colleagues and external partners to help deliver a sustainable, accessible and inclusive programme that improves school swimming and water safety outcomes, reduces barriers to participation and supports positive experiences for children and young people across Wales.
Programme Coordination and Delivery
- Support the development, implementation and monitoring of the Nofio Ysgol programme plan, including delivery schedules, action plans, timelines, risk logs and performance monitoring arrangements.
- Coordinate communications and engagement with local authorities, schools, leisure operators, delivery partners and internal Swim Wales teams to support effective programme delivery.
- Maintain programme records, databases, documentation and reporting systems, ensuring information is accurate, up to date and accessible.
- Support the collection, analysis and validation of programme data, including participation figures, learner outcomes, equality monitoring information and programme impact data.
- Produce reports, dashboards and performance updates that present data and insight in an accessible format for the Programme Manager, Programme Board, Welsh Government and other stakeholders.
- Monitor programme progress against agreed targets, identifying potential risks, issues or delays and escalating these appropriately to the Programme Manager.
- Support the administration of programme budgets, expenditure monitoring, procurement processes and partner funding arrangements in line with Swim Wales policies and procedures.
- Coordinate meetings, workshops, training sessions and stakeholder events, including agenda preparation, note-taking, action tracking and follow-up communications.
- Support the development and distribution of programme resources, guidance, training materials and communications to delivery partners.
- Assist with quality assurance processes, gathering feedback from partners and participants to support programme improvement and consistency of delivery.
- Contribute to monitoring and evaluation activities, supporting the collection of evidence and case studies to demonstrate programme outcomes and impact.
- Support the Programme Manager in preparing reports, briefings and presentations for Swim Wales leadership, funders, partners and governance groups.
- Promote collaborative working across programme partners, helping to build effective relationships and maintain positive stakeholder engagement.
- Champion safeguarding, health and safety, equality, diversity, inclusion, accessibility and the Welsh language throughout all aspects of programme delivery.
Person Specification
Essential Criteria
- Experience of coordinating or supporting the delivery of projects, programmes or initiatives involving multiple stakeholders.
- Strong organisational and administrative skills, with the ability to manage competing priorities and meet deadlines.
- Experience of collecting, managing and analysing data and information to support monitoring, reporting and decision-making.
- Ability to prepare clear reports, summaries, presentations and stakeholder communications.
- Excellent interpersonal skills, with the ability to build positive working relationships with colleagues, partners and external stakeholders.
- Good understanding of programme monitoring, reporting and performance management processes.
- Experience of monitoring, reviewing or evaluating programme, project or service delivery.
- Ability to provide constructive feedback and build positive relationships with delivery partners.
- Experience of organising meetings, events, workshops or training activities.
- Strong attention to detail and ability to maintain accurate records and documentation.
- Proficiency in Microsoft 365 applications, online collaboration platforms and data management systems.
- Commitment to safeguarding, equality, diversity, inclusion and removing barriers to participation.
- Ability to travel throughout Wales and work occasional evenings or weekends as required.
Desirable Criteria
- Knowledge of school swimming, water safety, education, sport development, public health or community participation programmes.
- Experience of working with local authorities, schools, leisure providers or governing bodies.
- Experience of producing dashboards or performance reports.
- Knowledge of Welsh Government education priorities or Curriculum for Wales.
- Understanding of disability inclusion, Additional Learning Needs (ALN) provision and accessible programme delivery.
- Welsh language skills, or a willingness to develop Welsh language confidence.
Qualifications and Experience
Essential
- Degree-level qualification or equivalent experience in project management, programme coordination, business administration, sport development, education or a related field.
- Experience of supporting the successful delivery of projects or programmes.
- Experience of monitoring progress, maintaining records and producing reports.
Desirable
- A recognised project management qualification such as PRINCE2 Foundation,
- AgilePM Foundation, APM Project Fundamentals Qualification (PFQ) or equivalent.
- Experience within sport, education, leisure, aquatics, public health or community development.
- Welsh language skills.
