Overall Job Purpose:

Working closely with the Head of Housing and Communities, the Leadership Team and the Heads of Service Forum members, the Head of Housing-related Support Services will lead the delivery of high-quality, customer-focused accommodation-based, homelessness and floating support services across the Barcud geography, helping to build strong and engaged communities. The role is responsible for ensuring the ongoing availability of good-quality supported homes and services, with a strong focus on developing and sustaining happy, secure people. The role will ensure a consistent, high-quality support service and will support the Director of Communities to ensure continuity of leadership and strategic direction.

Key Responsibilities –

Leadership:

  • Be responsible for the overall management of the housing-related support services and its related functions, ensuring these are delivered to the highest standard
  • Provide empowering leadership by effectively managing and developing direct reports, supporting them to achieve agreed objectives and coaching colleagues as appropriate to deliver required outcomes
  • Promote a high-performance culture that drives continuous improvement and efficiencies.
  • Provide leadership and management to foster colleague wellbeing, resilience, reflective practice and a culture of learning
  • Ensure access to appropriate training and development opportunities that equip all colleagues to deliver excellent services
  • Work collaboratively with wider services across Barcud to communicate organisational priorities, plans, vision and objectives, supporting effective delivery of strategic objectives, service standards and targets.
  • Provide a direct loop of communication to and from the Heads of Service Forum to the Agency Manager at Care & Repair Powys
  • Develop, monitor and control budgets, ensuring high standards of cost control, financial governance and risk management.

Support Services:

  • Develop and implement service strategies that promote independence, wellbeing, and positive outcomes for diverse client groups.
  • Lead continuous improvement initiatives to enhance service quality, efficiency, and tenant experience.
  • Use data and performance insights to shape service planning, resource allocation, and future delivery models.
  • Oversee day-to-day delivery of support services across independent living schemes, floating support, tenancy sustainment and specialist programmes.
  • Ensure effective case management frameworks are in place to support consistent, person-centred practice.
  • Manage budgets and financial performance, ensuring services operate within agreed resources while delivering value for money.
  • Lead contract management for commissioned services, ensuring compliance with funding requirements and KPIs.
  • Engage in the diversification and growth strategy of the business, identifying and maximising opportunities for additional funding and income generation.
  • Ensure we provide ease of access for tenants, choice in how they engage with us and that we proactively communicate throughout their transactions with us
  • Ensure our approach to tenant feedback is aimed at understanding diverse tenant needs and resolving issues first time, every time
  • Ensure that our tenants are supported to maximise the income available to them with direct intervention and guidance from the internal Cynnal Team and signposting to other external support services as relevant
  • Ensure that Barcud Group’s Housing-related Support Services' policies and practices comply with statutory/regulatory requirements, contractual commitments and other best practice and that internal and external audit requirements are met.
  • Champion excellent service and tenant involvement, ensuring that the team demonstrates a commitment to delivering tenant and community-focussed services and that tenants and communities are involved in shaping services and delivery arrangements.
  • Develop effective partnership working with communities and other stakeholders to support community development and regeneration activities to ensure Barcud Group makes a significant and lasting contribution to the social, economic and physical renewal of the area of the Barcud geography
  • Be responsible for bringing drive and innovation to the management of Barcud Group’s housing-related support services.
  • Monitor and evaluate performance / business effectiveness with particular focus on local authority requirements, accreditations, KPIs and the business objectives and plans
  • Oversee quality assurance frameworks and processes such as audits, service reviews, and feedback mechanisms.
  • Ensure risk management frameworks are embedded across all housingrelated support services.
  • Build strong partnerships with local authorities, health services, voluntary sector organisations, and community groups
  • Represent the organisation at strategic forums to influence policy, secure funding, and promote collaborative working.
  • Develop referral pathways and joint-working protocols to ensure seamless support for tenants with complex needs.

Qualifications:

  • A degree level qualification in a relevant subject or equivalent experience is essential
  • Evidence of continually developing professional knowledge.
  • Management or leadership qualification (D).

Experience:

  • Excellent and visible leadership skills with a track record of leading high performing, engaged and empowered teams
  • Leadership of diverse teams delivering both internal and external services.
  • Experience of overseeing the performance management of a team and demonstrable experience of improving key performance areas.
  • Proven ability to deliver organisational change and innovation
  • Formulating and implementing business and strategic plans and delivering results, particularly relating to customer-focused tenant services.
  • Proven ability to work effectively with Boards, Committees or similar voluntary bodies.
  • Proven success in building effective partnerships with the ability to influence, negotiate and present at a senior level.
  • Experience /knowledge of commissioning and contract management in a housing or housing-support services setting
  • Experience of temporary accommodation and homeless provision
  • Ability to interpret and analyse complex information and data

Knowledge/Skills:

  • Well-rounded knowledge of housing, support and tenancy sustainment and the challenges of service provision.
  • Strong understanding of safeguarding legislation for adults and young people
  • Understanding of trauma-informed and strengths-based approach to support services delivery
  • Understanding of Welsh government and Welsh housing policy / legislation. (D).
  • Able to lead and motivate colleagues.
  • Project management skills with an ability to plan, organise and prioritise effectively, in order to achieve targets and meet deadlines.
