Candidate Hub are actively recruiting for a Band 7 Senior Capital Construction Projects Officer on behalf of our client, a leading public sector organisation in Cardiff.


Fulfils the role, as assigned, of Project Manager, to provide project delivery as defined in the Capital Investment Manual for designated schemes to ensure the successful completion to the UHB's requirements of cost, time and quality and in accordance with C.I.M., Concode, Estatecode and other mandatory/statutory requirements.
Formulates fee bid lists, recommends on appointments of external design consultants. Briefs, manages and monitors their performance. Ensuring that the requirements for E.C. procurement are complied with as necessary. Authorises design team invoices within delegated limits.
Formulates tender lists, recommends on appointments and manages external contractors and suppliers and monitors performance. Ensuring that the requirements for E.C. procurement are complied with as necessary. Authorises consultants and contractors' financial payments within delegated limits.
Provides technical estates and capital planning/costs input in the preparation of Initial Project Proposals, Strategic Outline Cases, Outline Business Cases and Full Business Cases in accordance with C.I.M. requirements.
Leads, directs and supports multi-disciplinary project teams and provides administrative function i.e. minutes, reports etc.
Formulates scheme specific design team briefing information including site information/reports, schedules of accommodation and room data sheets using specialised NHS Estates Activity Data Base (ADB) software, HBN's and HTM's.
Ensures the brief is agreed and signed off by the project team.
Manages the technical commissioning and final evaluation phases of capital schemes.
Provides management control programmes, progress reports and financial reports to W.A.G. and UHB Boards on Discretionary and All-Wales capital developments, utilising software packages such as Excel, M.S. Project, Word, MICAD, etc.
To consult with Local authorities and other agencies on planning issues and to submit and secure planning approvals for capital developments, including outline and detailed consents, listed building consents, tree preservation orders, section 106 and 278 agreements.
To promote, develop and maintain good communications and operational links with external organisations such as, the Welsh Assembly Government, LHB's, CHC's, Community Councils, UWCM, Local Authorities and other statutory bodies, Welsh Health Estates, other UHB's and charitable and other external funders
To identify and co-ordinate the requirements, procurement and delivery of equipment, I.T. and telecommunications for Capital schemes.
Ensure compliance with the Health and Safety requirements of the Construction and Design Management Regulations for Capital developments.
Undertake the inspection and investigation of works within hazardous environments as required.
To ensure all capital schemes are assessed for V.A.T. efficiency and information is available to facilitate repayment claims.
Liaise with Audit on systems and financial reviews of selected capital schemes to ensure compliance with C.I. M., the UHB's Procedure Manual for managing major and delegated capital schemes, Concode, the UHB's S.F.O.'s and S.F.I.'s.
The post holder will be required, through CPD and research, to ensure they are fully conversant with the latest guidance, policies and procedures.
To develop schemes from an agreed brief/schedule of accommodation, co-ordinating detailed design, production of supporting / tender documentation, including Planning, Building Control, and Fire Office approvals.
The effective utilisation of various IT programmes in the production of information.
Updating of existing UHB IT database to maintain current project information following the completion of various projects and archiving or deleting redundant information.
Ensures that all Capital and Revenue schemes are efficient and cost effective and meet relevant NHS, Statutory and Mandatory Standards, e.g. HTM's. HBN's, Fire Act, Building Control, etc.
Will act on projects as the main input on construction issues and to liaise with other professional colleagues (mechanical, electrical, IT, Telecommunications, Fire Officer, etc.) to ensure successful completion capital and revenue schemes.
To liaise with the Principal Designer to ensure that the relevant information is provided in accordance with the CDM Regulations for both pre and post contract information.
Ensuring that safety regulations affecting all building works are complied with and that the works complies with the Health & Safety Act as set out by the Principal Designer.
In collaboration with other members of Capital, Estates & Facilities arranges for the technical assessment of the UHB estate.
Act as UHB representative for checking and advising on design issues in regard to Design & Build and PFI schemes designed by external consultants.Experience:

Degree/HNC/HND or equivalent in an Estates/Construction related discipline.
Significant practical experience in Estates/Construction Industry Project Management.
Proven track record of Project Management function on schemes of relevant scale.
Ability to interpret Design Drawings.
Organisation and prioritise workload.
Computer literacy, especially Microsoft Word, Excel and Project
Working knowledge of the relationship of Building Design and Building Services.
Working knowledge of Building Regulations
Delivery of Project Management duties on complex projects.The package:
