Private Rented Sector Lettings Administrator

Reports To: PRS Development Manager

Term: Fixed Term, until March 2019 - Extension of post subject to continuation funding

Based At: Swansea. Private Rented Sector Team

Salary: £17, 382 per annum, pro rata

Hours of work: 22.5 hours per week, Monday - Wednesday 9am - 5pm

Introduction

The Wallich is a homelessness charity which provides support services to homeless and vulnerably-housed people. The organisation formed in 1978 in Cardiff, and now supports around 4000 people a year across the majority of Local Authorities in Wales. The Wallich's values are of empowerment and treating people with dignity, respect and an unconditional positive regard. The principles of our work are based around solution focused working, harm reduction, and the creation of an environment where the people we support are actively and meaningfully encouraged to be involved in their support, and the development and delivery of services.

Project Description

The project is a partnership between The Wallich and the City and County of Swansea Housing Options Teams. A Private Rented Sector (PRS) Access Team has been developed to increase access to the private renter sector. The project works to support the Local Authority to fulfil their duties under the Housing (Wales) Act 2014 to prevent homelessness and maximise opportunities for households to access good quality affordable private rented housing across Swansea.  Facilitating access to the PRS through the provision of a bond guarantee certificate in lieu of the cash deposit required by landlords. The PRS Access Team provides advice, information and guidance to applicants, tenants, landlords and agents regarding; accessing and maintaining tenancies in the private rented sector, promoting good practice, ensuring compliance to help create sustainable tenancies within the private rented sector in Swansea. The project adapts and develops in response to changing strategic and local need.

Purpose of Role

This role is an integral part of the Local Authority and Wallich PRS Access Team and will work with PRS applicants, tenants, landlords, stakeholders and properties.

1. To provide general administrative support and advice where applicable to the PRS Access Team.

2. To co-ordinate and support administration activities of the Local Authority / Wallich including the provision of a Social Lettings Agency.

3. To provide a reception service to the PRS Access Team.

4. To provide a finance administration service to the PRS Access Team

5. To assist in monitoring the effectiveness of the projects ensuring objectives and targets are met.

Person Profile

Knowledge

  • Basic knowledge of operation of private rented sector or letting agency services.
  • Good working knowledge of Microsoft Office software packages, working with databases and the willingness to learn new software packages.
  • Basic understanding of how needs, such as homelessness, substance misuse, mental health and offending histories can affect individuals and their vulnerability is desirable.
  • Knowledge and understanding of the importance of confidentiality.
  • Basic knowledge of how your personal lifestyle can have positive and negative impacts on your own performance and attendance.

Experience

  • Experience of working within an administrative setting and associated digital and paper systems including databases.
  • Ability to organise resources and prioritise workloads to meet deadlines.
  • Experience of working with vulnerable people is desirable.
  • Experience of housing related support or homelessness (this can be from a personal perspective) is desirable.
  • Experience of engaging with diverse people in a non-judgemental way.
  • Able to manage conflict and deal with challenging situations.
  • Able to professionally and effectively represent the wishes and best interests of Service Users, local authority, landlords, stakeholders, your team and the organisation.

Other

  • Confident and able to lone work on own initiative.
  • To work and travel across Swansea.
  • Driving licence and own vehicle essential.
  • Role requirements may vary in line with project developments.
  • Driving licence and own vehicle is essential.
  • Ability to communicate in Welsh is desirable but not essential.

All Wallich staff are requred to attend a 5 day indiction in Cardiff at the commencement of their employment at the beginning of the month.
